  PR #24 (issue #6, BquantFinance/licitaciones-españa). Patch for incorrect mapping of the `EstimatedOverallContractAmount` field from BudgetAmount in the Spanish public procurement parser. The field was being mapped to `importe_sin_iva`, but per UBL-Place spec (CODICE) and official PLACSP rendering it should be `importe_con_iva`. Patch fixes the mapping in `parsear_entry()` of `nacional/licitaciones.py` and regenerates published parquets by recalculating quality from historical ATOM feeds. Fundamental for audits, budgeting analysis and regulatory compliance of public procurement.
